The Director, IT Project Management Office is responsible for defining and regulating the processes associated with Project intake and prioritization, Program and Project Management, Quality Management, and IT Capacity Planning. This position requires significant interaction with cross-functional departments within the Corporation. The Director is responsible for working with business leadership and application portfolio teams to prioritize project requests, and ensure the team delivers within scope, quality, schedule, and budget constraints. Recommends and evolves IT Governance, Project Management, and Quality tools and practices as needed to improve efficiency and effectiveness of organization.

Job Description

Responsibilities:

  • Leads a team of project management and quality professionals
  • Defines key business challenges and needs in the PMO practice; define strategic goals for the pragmatic evolution and growth of team, research and implement best practices, and foster culture of continuous improvement
  • Establishes methodology for Portfolio and Project Management, from intake to estimation to execution and delivery. Sets Project Management standards for package implementation, software development, infrastructure and property development projects
  • Along with Quality Assurance Manager, establishes Quality Assurance processes and tools for the organization
  • Understands the goals of the company and needs of the business owners, and establishes process and measures to ensure successful project management and quality assurance in support of those
  • Is accountable for end-to-end delivery of the most strategically important programs (could include multiple projects), including managing the cost / budget, schedule & dependencies, resources, scope, quality, and risk
  • Stays abreast of advances in technology relevant to the organization, assesses industry strategic directions and adopts best practices
  • Provides strong business acumen to drive the planning, execution and implementation of strategic programs
  • Organizes the matrix structure to facilitate management of multiple related projects
  • Drives deliverables and activities with the Application Portfolio Leads by removing barriers, escalating risk/issues, building consensus, and driving decisions.
  • Prepares Project Portfolio information (Active project status, requests, priorities, etc.) for Departmental Steering as well as Executive Steering meetings and actively participates as needed
  • Maximizes value of team by aligning IT resources and available skills with higher priority projects
  • Supports multiple methodologies – primarily Agile and Waterfall
  • Furthers adoption of Agile across the enterprise, work towards consistent burndown rate and delivery cadence
  • Creates and refines estimation tools

Vendor Management

  • Maintains strong vendor relationships to keep apprised of new products, versions and releases
  • Assists in the evaluation of third party and vendor provided software and services
  • Manages scope, deliverables, schedule, quality and cost of vendor services

General Department & Team Management

  • Recruits, motivates, and develops a superior team of professionals who can lead projects and quality initiatives. Manages a multi-discipline Project Management Office with both employees and contractors
  • Provides clear, consistent leadership, management and mentoring for direct reports and the broader IT organization. Inspires, empowers and motivates the organization, leading by example
  • Is a change agent for quality and accountability and innovative in the adoption on PMO best practices
  • Exercises the authority of a director concerning hiring, performance improvement plans/ reviews, promotions, salary recommendations and terminations
  • Prepares inputs to the budgeting for internal & external resources and expenses
  • Establishes a comprehensive communications program that includes both formal and informal meetings, correspondence, and discussions with their respective stakeholders
  • Identifies and secures training and education opportunities to continue to grow team skills and capabilities
  • Promotes positive public and employee relations
  • Works on multiple high priority initiatives concurrently
  • Performs other duties as assigned

Qualifications

  • Comprehensive knowledge and progressive experience managing projects and programs, managing a group of project and/or program managers, managing project portfolios, and establishing IT processes for Governance, Project and Quality Management
  • Understanding and experience in IT capacity planning, budgeting, and financial management
  • Strong planning and organizational skills. Detail oriented, decisive and goal oriented
  • Executive presence, ability to interact with senior leaders and adapt style as needed for technical or non-technical audiences
  • Strong communication, presentation, and interpersonal skills, and the ability to interact professionally and build relationships with a diverse group of executives, managers, vendors and subject matter experts
  • Strong quantitative and analytical abilities with deep understanding of the business, excellent problem solving skills and sound judgement
  • Established leader with proven track record in organizational management and rapid organization growth
  • Experienced in hiring, developing, retaining and upgrading talent with a keen focus on appropriately leveraging contract labor to supplement resource ramp-up needs

Additional Qualifications:

  • B.S. or equivalent degree in Management Information Systems, Computer Science, Computer Engineering or related field
  • 10+ years’ progressive project management experience with a minimum of 3+ years in an established leadership role overseeing large scale IT budgets and initiatives
  • 5+ years’ experience successfully managing, leading and developing a team of project management professionals
  • 3+ years developing corporate policy and procedure in regards to IT Governance, Project Management and/or Portfolio/Product Management
  • Gaming and/or Hospitality industry experience preferred
  • Evidence of professional achievement in maximizing business value and/or IT utilization thru the use of IT Governance and Project Management
